As much as it pains me to say it, but this is basically the truth. Imagine commuting in the morning, and being this guy, 6'3" and very good looking. All you have to do is just say "good morning" and give a little smile, and the girl you're talking to will just further the conversation herself.

I guess it depends on the situation, at an even where people are socially mingling I feel like it's easy to approach someone by simply introducing yourself. If you see someone walking down the street and try to go up and introduce yourself most people would probably be uncomfortable.

Make eye contact, see if she looks and smile when your eyes lock. If you get a smile, or a glance back approach, don't sperg out and tell her she is hot or pretty(she knows that), comment on something she is doing the space around you or what cached your attention about her(a book she is reading, her shirt has a band you like etc..)
if she responds nicely, you are pretty much in after that. Escalate slowly and ask for her contact when you or her need to leave
