That hasn't been the case since early-2010s. Rural areas, especially at the state-level, tend to get screwed over and pushed into more impoverished conditions. If you've ever wondered why those areas harbour so much political resentment, this is partly why.

There is no part of a city that isn't shit, because the thing that makes a city shit is the high population density. Will you get a different kind of shit in a rich area of a big city than a poor one? No doubt. But shit it remains. You can have your shit smell like rotting flesh or like sulfur.
