The only reason I can think of for this is that they didn't want their legacies to be too intertwined with his legacy, in the event that he fucked up bigly. We sort of saw that play out in the various post-Trump elections.

Okay look.
Lets look at what would happen if they renamed ObamaCare to Trumpcare. (I know thats not the official name but lets say they call it The Republican Unprecedented Momentous Public Care Act Radical Edition).
They make some minimum number of changes that are minor and harmless, just enough to justify a new act.
Option 1: It does well, red states adopt it now b/c its not ObongoCare to them. Dems cant really complain b/c more people are getting healthcare. Trump gets to say "we made big beautiful health care, so much better than obama, we solved all the problems of obama", etc. He could go on like that for hours at a time im sure.
Option 2: it does badly, unforseen things happen, who knows. Trump looks stupid.
So what? They get to trash the act and say "see govt healthcare doesnt work anyway," trump takes all the heat, trump loses like he did anyway.
Its win win.
The only conclusion is Republcians were ACTIVELY working against him.
