it really does. a lot of laws are like that, in the states most random things go down all the way to the county or city level, even things like taking a helmet off before entering businesses. that said, things like just being compliant and 'friendly' will get you much further with people especially with cops instead of being some soveriegn shitizen being as resistant as legally possible. sometimes, even if you've done something wrong and you both know it, the cop just doesn't want to deal with the paperwork and ruin the day of someone that appears to be a kind coolheaded person. they're all people too, after all.
