A theocratic monarchy run by the supreme Archon with elements of an aristocratic republic. People can vote for politicians but your class and academic performance determines how many votes you have.
The upper class archons are genetically engineered supermen. Think Jacob Rees-Mogg meets Nietzsche by way of the film Gattaca. These archons are chosen by middle class voters who voting power is determined by their academic performance in a series of maths tests.
All the working class proles are educated until 12 (bit of reading and numbers and chanting songs) when they go to perform some manual Labour function. A family of working class proles are expected to send their first born male son to fight in the barracks and die for his holy imperial majesty. Mostly, they are kept happy with bread, circuses, mindless celebrity gossip, porn and football.
