The vagina and clitoris are separate structures that are unrelated to each other in function. But yes, the clitoris is a dormant/vestigial penis. All humans start of as undifferentiated packed with ever structure needed to become either sex, that is why men have nipples, and why women have this left over "clitoris" structure that is like the penis' most rudimentary stage.

The problem with this is that the vagina and the urethra develop from the same sinus. So if the penis were to actually fuse together and extend the urethra in women then they would have to not only urinate from this, but also give birth through the urethra as well.
