18 year olds are allowed to buy fucking guns with all the risks of killing (intentional and accidental) that brings. So if you're going to ban them from making porn because of "permanent consequences" you need to ban them from buying guns as well. Your brain doesn't FULLY form until your mid-20s. But what people keep forgetting is that FULLY part. Some areas of your brain finishes developing at different ages, with your mid-20s being (at least on average) the cut off.
