The actual series of events is that Obama flatly refused to send weapons to Ukraine, and that the Trump administration requested, and the Congress passed, a military aid bill.
And Trump then used the occasion of forwarding that aid to try to get something of value for the US in return - namely, information about the long-standing crimes of prominent members of our deeply corrupt political class.
