How hard is it to design a machine algorithm that observes the billions of interactions going on at anyone giving time and to learn how to communicate? It doesn't seem that difficult.

It exists to some degree. You can look at Replika bot. Its not very good though in my opinion. There are some promising projects like Novel AI, but nowhere near close for replicating human interaction. It will be some time before we can have a fully functional AI that can pass the Turing test and be human like.

My point was that if it can be observed, it can be learned. People are not that unique. If it can observe billions of interactions taking place for like a year, it would know all it needed. It could detect the sorta person it's communicating with and adapt itself to best fit that person.

AI needs to have personality to interpret data in a human way.No "default" human exists so it will be hard to create a non-contradictory personality. The current AIs are trained exactly in the ways you are describing but they are soulless.

You are seriously underestimating just how unbelievably complex the human experience is. Being human is not just responding to stimuli. Being human is also about having individual opinions, genuine emotions, personality, cultural differences, etc.
