Some sort of psychological fuckery, they can tell there is supposed to be people and activity there yet there so clearly is not. Same thing for why the Source engine makes some unsettled, since a lot of areas in Source maps are either empty or flat out decayed with the surrounding ambience being constantly felt and heard. Its the building version of uncanny valley more or less.
I personally always loved urban exploration so seeing those old abandoned areas be it public centers or especially factories was always second nature to me, double so that I grew up and still live within the outer edges of the Rust Belt. But I guess I could also see why someone more sheltered in a way would be creeped out from them.
