Hogan came in and buyrates, attendance and merchandise went all the way up over night. End of 1994-95 was the problem. Hogan burnt through his programs with Flair and Vader way too quickly and couldn't really mesh with the other guys. That's when he started bringing all those old fucks back and people began to turn on him. Still, people did begin to like other guys. Luger was a really big signing, as was SAvage. The Savage vs Flair stuff was one of the first cards they started drawing a shit ton of money with before NWO.

He drew for most of his run even before the NWO turn. Yes, fans didn't like him but he single-handedly increased attendance and buyrates on his own until others guys started to show up. Nitro 100% wouldn't have happened if Hogan and Savage weren't there, they only got Savage because of Hogan.
There's a lot to say about Hogan and all the damage he did, but he always drew. That's why he thought it was justified.
