Because getting shredded has nothing to do with getting abs. You need to work them until they get big, like any other muscle.

1. Not that shredded
2. That pose is bad for showing abs
3. That tattoo would obscure his abs even if they were showing
4. Some part of it is genetics and how developed your core is

I thought I had no abs until I actually started progressivley overloading them like everything else
Fell for the "dood they're made in the kitchen" meme for about a year until I started hanging leg raises

Even buffed up McGregor still doesn't have abs. It's primarily muscle insertions and body fat.

Arnold has been criticized for having a 4 pack for literal decades. The point being that the way your abs look is heavily dependent on your genetic muscle insertions. There are many amature bodybuilders with more defined abs than Arnold because their ab muscle insertions are better.

You can see his abs right there. The pose and lighting aren't great for it and the tattoo doesn't help either.
