You need to go to failure on the last rep of the last set or at least 1 rep before failure.

You would also need chin ups desu or strict curls for arms.

How much do you lift? How much do you weigh? How tall are you?

Hypertrophy doesn't occur without strength. If youre benchin 100 pounds for any amount of reps, you will not achieve hypertrophy, or strength anythimne soon no matter what. Run a smart novice lienar progression program and get as strong as you can. The, once you are handling - lets say - 225 in the bench work on hypertrophy. Nobody with noticeable hypertrophy is fucking weak.
