sight is the best way to tell besides some gay scientific test.
you gotta consider how much muscle and fat someone has.
Someone who looks skinny might actually be at 20-30% bf because they have no muscles

between 15-17%. I have more ab visible than the 16-19% body fat guy, but less oblique cut than the 13-15% guy. I have a wider frame so it sucks that it takes longer for all of that to show.

Should I bulk at 16%—19%? I don’t want to get fat, but I also have no muscle to show if I cut.

I just hit 100kg bench for 5 and I'm at 65kg ohp for 5. At the beginning I thought I'd be a lot bigger after hitting those numbers but I'm not lol. What do you suggest.

How tall are you though?

I suggest if you want to look like you lift to stop lifting (powerlifting) and start hypertrophy training.
Muscle bellies are not hugely related to strength.
1/2/3/4 is just to get out of dyel territory, training to look good will have nothing to do with 1/2/3/4
