Most people self measure themselves very generously to boost their own ego, you can subtract 1 inch from what you measure and thats probably close to your real size.

If you had a doctor measure it they are doing a strict measurement and with "stretched flaccid" meaning they just grab and stretch it to its length without excessive stretching/pain from clamping to pull harder, and "bone-pressed" is mildly pressing, not cramming as hard as you can tilting your pelvis to get the best angle, and any other minor fraud to slowly add an inch or more.
