unironically, this year is a way hotter summer than last year.
RAW in 2019 did 1.0 in 18-49 and 1.1 in 50+
Last episode it did 0.65 in 18-49 and a 1.0 in 50+

This is after a year of jumping between 0.38 and 0.50. The single only reason for the viewership and demo being up on Monday was because of the post-PPV bump and more importantly, the first hour running with no commercials, both are a guaranteed ratings booster. If next weeks RAW maintains a 0.60, then there would be growth but you can't really base anything off Monday's RAW because it wasn't a regular viewing and no commercials won't be a regular thing because it loses WWE advertising money.
