Fallout 3's map has less shit.

The downside to the Anchorage rewards is the reward is a collection of the best weapons and armors in the entire game. If you do Anchorage from the moment you leave the Vault, you end up being ridiculously OP for everything else.

3 has both of those. The regulators are cowboy inspired bounty hunters and the game is filled with criminal organisations.

I suppose you could count Littlehorn and Associates as a “mafia” too, although it’s implied that they’re just a hitman contracting agency for various bad people in the wastes

But I like westerns, and the only people who think their isn't clear good, and evil factions in new vegas are literal communists.
