Nintendo really has no excuse not to make a new F-Zero title beyond lack of interest.
They've proven willingness to innovate with new ideas before, such as the Prime series from Metroid, Luigi's Mansion as opposed to a standard Mario platformer, making an open world Zelda title rather than the standard linear-style one they'd been constantly making since Ocarina of Time. F-Zero already has the groundwork laid for an F-Zero game beyond racing alone, and they've done such things before such as taking Fox out of his Arwing in Starfox.
They know fans legitimately want a new F-Zero game. Regardless as to wether or not it's a good idea, what's the holdup?
the nintendo sequel flowchart is very simple: - did the game sell well? sequel ASAP - did the game sell poorly? shelve the series indefinitely until someone pitches completely new gameplay that might sell instead
since GX didn't sell well, they won't just make a sequel. but, since f-zero is such a pure racing game, and so good at being that, nobody at nintendo has found a confident alternative direction for the series that would convince the higher-ups it would sell any better.

Because he doesn’t see how the series can innovate from GX, and he stubbornly refuses to allow the newer staff to make new entries to existing series without approving the projects. He didn’t want a new Star Fox to be made unless he could force it to have motion controls - yes, you can blame him for Star Fox Zero. He doesn’t want a new F Zero to be made because none of the pitches in the past 20 years have been good enough for him, and he also thinks that Mario Kart already fulfills that racing niche for the company already. But when he has his own passion projects, like Pikmin, anything goes. Fuck Miyamoto. When he retires, we’ll start seeing good Paper Marios again, alongside more F Zero and Star Fox.
