Are these things purely pay to win schemes or can you get rid of them with machine guns/any sort of damage?

Depends on how simulation-esque the game is looking to be. I wouldn't want effective camouflage in Quake or UnReal Tournament, say.

At normal engagement distances, camo doesn't do shit.

No. There's a reason why Camo got adopted by just about everyone post WW2. Blending into the surrounding color scheme + breaking the silhouette of the bearer, be it a human being, a vehicle or even a building, provide a massive tactical advantage.

It's not that hard to cover yourself against IR and thermal imagining either. That too is something every 21st century Western force has been prioritizing for years now.

Every BDU is by default IR protected these days, and you can use both natural and synthetic cloaks to mask your thermal output.

Very aware of that, but OP's post was not limited to just that.

For some reason many MP devs are afraid of letting people use common tactical advantages like camo and common cover. Valve's been adding all sorts of artificial highlighting systems into CSGO throughout its life to make players "pop" from the maps, instead of letting players come up with tactics and counter-tactics for them.
