Nope, I'm saying that your translation of 行為 was pretty shitty and kind of glossed over, but that if I were reading a bad localization I could see how someone might avoid the noun directly and just try to weave it into an implication. If you ever actually learn Japanese you'll be able to spot shoddy localization attempts like that. Leaving out 無慈悲 was just a blatant error though, and I couldn't even give you the benefit of the doubt on it. You don't know Japanese, or English.
