Is the player also just walking slowly or does it somehow slow down your maxium speed? You move around much faster than that normally.
I like that some games have an optional silly mode. Feels like something that would be a menu option you'd unlock for beating the game, like paintball or big head mode from older games.

there's a dll fix chiefly for the mouse sensitivity that also fixes it that you might have installed before playing to see it.
It happens in 2 as well, and it's even more severe.

it's actually quite smart and a nice workaround back in those days when they had so little resources. they never intended for the game to run above 30 fps so why even bother thinking about the 60 fps remaster 10 years later

a workaround for what? its just designing the system to be more flexible, it doesnt take more or less resources to have the game not fall apart at 60fps

no, it was always retarded and terrible programming practice only employed by overworked slaves churning out spaghetti code as fast as humanly possible. It has zero positive effects and at best only fucks with things like this, and at worst introduces bugs and unexpected behaviour when the framerate dips during heavy action that are extremely hard to reproduce consistently.
Note, the gamecube version runs at 60fps and they probably had to recode huge chunks of the game to make that happen because of it, and then because they're japanese and retarded they lost that code and are too cheap to do it again now that they need another 60fps version in the future, instead of just having programmed it sensibly in the first place and had none of these problems at all.
