It's inferior if directly compared to Fallout 1 and 2. It's a good game, arguably great, if you compare it on it's own. Saying all that, FO1&2 are amazing games and Arcanum is very good.
My suggestion is to pirate it, install all the necessary patches, then find and install the Virgil cheat mod that allows you to use an option added to Virgil to cheat stats, skills, weapons etc. It makes the game on par with Fallout 1&2 imho, due to the fact that the magic/science conflict in the base game holds it back and makes it a slog most of the way through.

In my personal opinion, I like it much more simply because it also has a real-time combat mode. No longer will you painfully slog through five turns of combats (where you miss in all of them), you can just switch to real-time mode with a single hotkey and make those 30 seconds into 4 seconds. Good for the very simple encounters.
Other than that... it's an old RPG. It has cheesy strategies, it has enemies that oneshot you, it has some unique sides. For example, you can get a dog early on. A dog takes no companion slot but is basically a fighter that literally only skills strength (damage), dex (speed) and melee+dodge. It's absolutely busted mid-game.
But it's fun, the music is pure Kino and it has a special place in my heart.
