No, not at all. If you didn't lose the dlc packs when your sub lapses and they were like a permanent bonus for signing up, then it would be worth it. Maybe they could let you pick one that you get with your sub.

Standard online is fine, expansion isn't worth it unless you get a lot of use out of the extra content packs.
