Yeah obviously melee squads will tear up ranged squads. Thankfully the guard generally has enough tricks to avoid getting bogged down in close combat and kasrkin are faster than those two units you mentioned, so they can just run away, or spam frag grenades.
Kasrkin are way better with plasma guns for sheer damage instead of grenade launchers, though, which are great on guardsmen for their utility of knocking down enemy models, but for straight DPS slugfights that kasrkin are meant to be in it's plasma all the way.

Honestly, the guard doesn't really have a good answer for melee. Orgyrns are alright but if they get tied down in melee they just fold.

Basilisks too, in the sense they can stop a melee squad from closing the distance, In a pinch you can have a guardsmen squad with a commissar or priest tie up the squad in close combat while the rest of your army shoots it to pieces, tau style.
