Is it really though? I mean our current elites have basically replaced a better world with a shitty one, the Combine replaced the shitty one with another shitty one and seem to have lowered the crime rates while they're at it (we don't see any flash mobs, looting, muggings, etc in any of the Half-Life games after the Combine arrives).

If you join the Combine, you can get non-mechanical reproduction simulation. Contrast this to our elites who are always campaigning for censorship, ugliness, suppression of pornographic materials (just look at how basically all AI sites ban NSFW imagery despite having it in their models), who run apps designed to break down human relationships, lock people in their homes for two years, etc... the Combine do suppress the ability to actually have children, but they don't appear as zealously anti-pleasure as modern human elites.

It had less to do with any pressing societal issues that come from being under a tyrannical regime and more with avoiding complete annihilation. The combine do not simply enslave another race and put them to work. They prevent said race from reproducing and genetically experiment with the remaining population until they're incorporated into the larger combine empire in some way or another. They've done this with the grubs, the nihilanths, they nearly succeeded with the vortigaunts if it wasn't for their ability to tap into the vortessence. The same fate would eventually befall humans, they'd just be castrated and genetically raped into extinction.

I feel like humanity would have been held in higher regard if it was completely absorbed in to the universal union simply because humans are smart. The war units we see are mostly non-intelligent space bugs with only a hand full of advisors being stationed to oversee the occupation.
The combine wanted humanity to develop and perfect local teleportation technology because nothing else in their entire empire was able to do so.
Just doesn't make sense too throw away creatures capable of advancing technology in new ways. In fact I wouldn't be surprised if the whole subjugation thing wasn't just a strategy to get humans developing stuff faster.
