Recognizing the letters in a language is different from understanding the words of a language, but also, yes. I can very easily recognize Spanish words and I could probably decipher most of them.

I can assure many people have issues reading foreign words and names in romaji
and barely anyone speaks even the most basic english even with it being taught in schools

The difference is that English is commonly taught and used all over Japan to the point where if you don't at least recognize Roman letters you're the odd one out. The same is not true for Japanese in English-speaking countries. I know that for a sub-80 IQ retard this may be hard to comprehend, but I urge you to try your hardest.

The name "Leon" was very purposefully used. The "L" noise doesn't exist in japanese and is usually translated to an R. So, the japanese pronunciation would be "Reon".

So, the puzzle assumes that the average Japanese person will not instinctively think to translate the name to the Japanese pronunciation. It's a name of Greek origin anyway and isn't an English name. Not that it matters but some food for thought.

This also assumes Japanese are familiar with the Latin alphabet.

If you're playing danganronpa you absolutely are enough of a weeb to know some cursory Japanese. Its true latin script is used in Japan but the hindu-arabic numerals are definitely used a lot more often there. Its not a matter of not recognizing it as a word, its the fact that its much more likely for a Japanese person to recognize it as the numbers and think thats all there is to it.

Japanese people are extremely illiirate when it comes to reading foreign words written in romaji, seeing the letters does as much for most of them as for you constantly seeing japanese letters in artworks or covers

Not only are you vastly underestimating English fluency in Japan you're also conflating fluency with recognition, as well as conflating language with alphabet. It is infinitely easier to recognize a letter of an alphabet than it is to understand a word in a language. To claim that no Japanese person would recognize any of the letters of the latin alphabet is ridiculous and can be disproven by observing countless things, from the average Japanese keyboard with the Roman alphabet printed on the keys to the average Japanese city corner plastered with advertisements with English words on them.

The game literally tells you that it was written upside-down in the next conversation. Even if you could give it that someone would have that initial misinterpretation the answer is still just immediately told to the player.
