Do I get to keep the DLCs, is it a one-time purchase thing, or I do need to keep the goddamn subscription in order to have access to that?

It's like PS Plus.
When you cancel the sub, you lose access to the "free" tracks.
You're still free to buy the Mario Kart 8 expansion pass on the eshop as classic DLC to own and keep for $25 (which I think is fair for 48 tracks).

I think they are actually a bit behind schedule with only 2 out of 6 packs having been released so far.

It’s honestly one of Nintendo’s scummiest things they have done.

They're just getting ready to move everything over so it doesn't look like wasted assets. We'll probably get a costume/character pack too if this fails.
