Galactic empires are dumb, even if we assume that people can only live on earth copies rather than everywhere as they would learn to while colonizing their own star system. 200 ly radius sphere would be sufficent to fit houndreds if not thousand sf settings.

Mass Effect galaxy is more like the New World, detached colonies that are literally just doing their own thing while the homeworld could lose control of them at any moment because of extremely extremely overextended military.
