What people don't realize is that modding is extremely limited in any game where the developers don't provide the mod tools
It's why a game like Skyrim has 50 million mods including extensive quest shit, while a game like Pathfinder WoTR has jack shit because the developers are too stubborn and retarded to let players incorporate things like custom quests/NPCs
