To spy on the surface, I guess. Though why they needed to replace people didn't make sense and why those people randomly go crazy and murder people which completely blows their cover is another thing too. It's really not an effective way to spy on people.
Like just give the robots a fleshy body, make it so they have basic cognitive functions so they don't gain sentience and want to go against their orders, release them on the wasteland, and there you have your spy network.
Or better yet, just have the Coursers walk around in disguise for a bit gathering information.

no, you find logs in the institute that explain the process. the original person is disposed of somehow, liquefied or something. it's mentioned offhand at the bottom of a paragraph. a cult of science worshipping psychopathic murderers
The official answer seems to be "because we wanted to". It doesn't make any sense in a setting where pre-war robots can perform any labour, and the Institute's own post-war androids can fill in for anything the robots can't do.
Then Father further muddies the issue by repeating the phrase" Mankind: Redefined", which flies contradictory to his firmly held belief that Synths are not human - how does a human-like android "redefine" humanity exactly then?
