That's Yes-Man. It's the route for people who can't or won't pick another side but still want to finish the game.

If you absolutely have to side with nobody, kill House, Caesar and Colonel Moore and then turn Yes-Man into plasma goo so his infinite respawn script breaks. Then you're totally incapable of finishing the game without console commands.
