I actually wouldn't, because people working in the IT field and the engineers themselves are sympathetic or indifferent to piracy. Also, putting what amounts to an anti-piracy system onto their chip would detract an extremely large degree of customers, even customers who don't pirate and are concerned about the privacy end of things, so much so they'd practically being excluded the whole second world (Brazil, Russia, India, etc.) market and what would Intel due without their trusted Inteljeets?
