Yes, I did. It gives me an "ERROR! Download item failed (Failure)." when I try to download mods for Attila Total War for instance. On the site it says that if it gives this error that you should just buy the game.

Well, that's fucked then. Sometimes the mods are uploaded on 3rd party websites or just on the authors' GitHubs, you should look for those.

iirc cs rin ru has some kind of bootleg mod manager, not sure if it uses the same method steam workshop downloader did tho

I wish I could. I've been trying to find the Medieval Kingdoms 1212 somewhere else but the mod authors, despite even having a moddb page, have exclusively uploaded the mod on Steam.

I found out that you can sort of bypass these region locks without resorting to keys by logging on through the Steam Website and using a VPN. Steam seems to be able to convert your cart from one country to another on the fly. You just somehow need to put your money into a Steam wallet
