Players abuse everything they can get, they use guides, they abuse any kind of terrain advantage, use op weapons, use cheese tactics.

It's not instant, it's been frame counted.
The attack starts 20 frames into the chug animation, where your character reaches for your flask in your back pocket, then drinks.
20 frames at 60FPS is 333ms.

Healing when the boss is idle has always triggered a rush down/jump attack in souls games and gotten you either killed or damaged again after chugging, basically nullifying your heal.
That's why players have learned to bait an attack, dodge then chug, it was an essential skill in DS2 where the chug was especially slow and left you immobile with no DS1 OP poise to let you chug through hits.

I specifically said you bait a different attack, space or dodge it and when it's in the recovery animation, you chug.
The boss cannot override the recovery animation and by the time it starts throwing the fireball your chug will be done and you can just strafe it.
