Epic aren't trying to compete with Steam, they are creating an atmosphere where developers use Unreal Engine. Because using unreal engine is part of the exclusive deal programme.
If they can make Unreal Engine an industry standard they will be a massive success after fortnite dies off. UE is already popular but nowhere near as dominant as it needs to be.
