In 4, scout rush is kind of back but way too many maps had gimmicks to them that makes it very unrealistic the first time you play through them to just rush through in 2 turns until you know exactly where to go and how and the faster strats will make you use all the mechanics.
So no, you don't fucking ignore 99% of the game's mechanics.
