I'd stick with vanilla for the first time. 1.13 is great but can be overwhelming because it adds so much shit. Just get Stracciatella to make the game run better on modern systems.

You manage a ragtag group of mercenaries that is tasked with retaking an island that fell to a dictator, using gorilla warfare tactics. Outnumbered, outgunned and with almost no cash, you have to hire your crew through a mercenary agency and have them hone their skills on the field, find income and train militia to protect the areas you manage to secure.
Completely voiced cast of mercs with their own personality and relationships, a good amount of gunporn, original ideas like having all your business being conducted through a laptop and several websites, a lighthearted 80s B-movie tone. It achieves so much even today it feels like wizardry (pun intended).
