It's a bitter pill that's a terrible placebo for Yakuza. Just the medicine and none of the fun. Like a commercial for a new medicine with half an hour of side-effects.

In your youth, you were a lawyer that beat Japan's one-sided prosecution and saved your client. Of course, since this is Japan, the client's girlfriend was murdered and his apartment was set fire to that same night. Of course, since it's Japan, all the blame was placed on the successful lawyer.
Now you are a washed up drunk, who runs his own detective agency with a freshly expelled Yakuza member. That is where any form of logic ends. It's just a boring version of Yakuza. Your "investigations" still end with you fighting waves of enemies.
It's got like two or three from what I recall. Chases and tailing is barely done in LJ by comparison, you get boring sneaking missions instead.
I thought Judgment 1 was good but LJ was disappointing.
I loved both. The characters are all very likeable.
One mandatory tailing mission in the whole game. Rest of them are in side content.

The final boss may have been the best in the entire yakuza series, but nagoshi can't write a detective game.

The chase shit is way less annoying in LJ, and there's very little of it.

Those magic abilities in Judgement 1 was a trial run for this shit. Sega is dead and so is Yakuza. It was great while it lasted.
