True Crime: New York let's you do general police work outside of story missions. I'm pretty sure it even forces you to wear a uniform if you fuck up bad enough.

You have no idea how much I'd love being able to join the imperial guard in Oblivion.

TiP2 introduced the ability to carry out missions by actually controlling police officers in a turn-based mode (as opposed to TiP's delegate-only style), then the devs made a spin-off called Rebel Cops built almost exclusively around this feature. You might want to check out that one then.

I don't care about the politics of real police stuff. I just think it'd be fun to play in a game.

Sleeping Dogs but you're "undercover" so you can still do criminal things but you can just as well go around hunting thugs and stuff.

Do undercover cops count? There's Sleeping Dogs and True Crims for that off the top of my head
