It's always been a thing. This isn't even a particularly egregious example of it. OutRun Online Arcade was released in 2009 and removed from stores in 2011 due to the Ferrari license expiring. Tons of other old racing games will never get a re-release either because of licenses. Every single Forza game except Horizons 4 and 5 is gone. Forza 7 was gone inside four years.
