That line of thinking is how you get open world 'sandboxes' full of copy pasted assets because, suprisingly, there was nothing interesting in those buildings to begin with.

i just said buildings due to the picture, but the truth is i wanted to vault over the waist high wall and go off behind the cathedral, i wanted to continue on beyond the wtich's hut, i wanted to see more of the setting, and i wanted it all to be just as if not more interesting than the town you only get to explore.
what Diablo 2 did was make good on most of those desires, that i have for nearly every video game i played a few decades ago. the problem with generalizing it as 'that's how you get open world 'sandboxes' full of copy pasted assets' is that ignores the authentic desire outright, no i don't want an open world, i want more areas however, no i don't want it to be sim-samey, i want those areas to be unique in their own ways in relation to the original content i enjoyed. very much a case of i know exactly what i want.
