They only stop reviews about issues related to the game/devs, but aren't about that actual game's quality from affecting the score, there's also an option for such flagged reviews to be hidden. Valve never said they were going to ban or remove such reviews as it would be important info for some people considering a purchase.

There is a flaw with the community hub privileges for Game Devs and the Steam janny trannies. Where they can ban Game devs for petty reasons which the game dev can unban himself.
