They're literally too afraid to make him good cause they know people will cry even harder than they did with Happy Chaos. Anji's character identity(jack of all trades but master of none) is a bit too against Strive's design philosophy I think, so they'll keep his kit a mess to keep him nerfed.

Polling rate is how often the cursor is polled on its position. The higher the rate, the smoother the lines will be, or rather you will see that each vertex of the line moves further apart. The lower the rate, the closer those points become.
When you are just looking to do fast sketches, it could be better to leave it off entirely. When you want to smooth out those lines, adjust as needed. Be mindful that erasing a point subsequently erases that segment of the line.
