Doesn't VRR bypass Vsync?

Will ask here as user on the permasage Linux thread said there are thousands of games on Linux that you can't run on Windows.
I was a bit interested, but user never replied. So another user said he prob meant old windows games that don't have proper bc.
But I didn't get list of any games like that either, which made me sad.
So if there are Linux exclusive stuff OP or someone else knows, I would like to check them out if I find something interesting. I especially like JPRGs a lot as well as 3D platformers. But generally almost anything goes.
