Men are stronger and usually more likely to be able to defend themself on hard situation that doesn't make for a good horror game, but using a woman protag is different that's why Clock Tower and Fatal Frame are good
And to make it scarier the game should be in first person and you should be able to see your model when you look down/look at mirrors. Also the mc should be naked so they are completely defenseless to add to the immersion.
That's why Dead Space and Evil Within are good horror games, because even the men are basically defenseless

I would like to see something like RE7 with more of a focus on atmosphere and being stalked through a big house, and less crazy action, would make the game scarier (but probably more boring)
I don't think being completely defenseless is always ideal but balancing survival horror resources between frightening and tedious seem to be an extreme challenge.
Evil Within is not a good horror game. Or even a good game.
Evil Within 2 is at least a good action-horror game, though.

I wouldn't call Isaac clarke defenseless he's pretty badass, but the game does make it feel very clear that you/Isaac is very much desperately fighting for your life and even your soul, as every thing ends up so absolutely fucked and the fear and anger flow into each other like a whirl pool, It's why at some point during someone's playthrough they'll spend like a solid 5 minute just fucking stomping a necromorph into pulp out of fear of it geting back up or out of frustration for getting so startled/scared by it when
