Because of the scandal leading to Tanimura's original actor leaving the entertainment industry out of disgust leading to likeness issues so they had to opt for a new VA and face.
Kimura is the main reason the games sold well. Even if you're removing him for just the PC release that means they need two separate releases (Console and PC), they need two separate VAs (Kimura + OC), they need multiple different models for the various outfits (Kimura + OC), they're going to have to fully playtest two separate versions (PC and console), and they need to go through this effort every single time they make a new Judgment game. Tanimura is the shortest part of 4 and he doesn't even have anything close to the amount of content that Kimura has voiced. It's not even comparable. Replacing him takes them barely any effort and replacing Hamura took even less since he's just an NPC.
This would be like replacing Kiryu with fake Kiryu for just the PC releases. Yes, it probably can be done, but the question is if it's even worth it. That's completely ignoring the fact that that was probably a potential avenue they could have had with Johnny's and the modding capability to bring him back was too high so they axed it.
