Wario started off getting his own games after being a final boss. He's had a number of his own games that aren't named Wario Ware. Waluigi on the other hand.

It isn't "muh mandate" it's the fact that Nintendo does not want to use Waluigi outside of sports and party games and this is something that's inarguable.

yeah i think this idea has a lot of promise and there's a lot of good stories that could be made out of it, missed opportunity

I think its just a case of been here done that as I feel mechanics most likely would end up being too similar to either PiT with 4 characters and being kind of a hindrance or BiS where they would need to implement a mechanic to interweave both pairs
At least Bowser Jr's journey was fun

Having four characters in the party would either make the game too easy, or slow it down with all the enemies you'd need to fight them. They would each probably have less unique moves too, they'd be forced to give everyone more unique moves and overworld abilities if it was split. It worked in Partners in Time because half the party was the same character. Save the team up for big bosses.

Unless the gimmick is during every battle the animations are them attacking each other and the enemies are the only ones who take any damage.
