short answer:
there isnt a reason, they just randomly give him weapons training in the hazard course with no explaination
long answer: if you assume the black mesa lore changes to be canon (e.g eli and kliener show up in anomalous materials), gordon accidentally got signed up for weapons training in the hazard course, and as the shooting range had already set everything up they just rolled with it

Sounds like the weapon training and hazard course are standard issue for anyone that is required to use a hazard suit, which explains why the two bitches you play as in the coop console version get it too. Makes sense to maintain cover (Wait, everyone else got to shoot guns. Why don't I?) and because the hazard suits were also used as military armor according to opposing forces.
