The issue comes from all your party members being able to die in ME2, so in ME3 they made most of the ME2 cast have minor roles

Mordin basically joins Shepard/the Normandy as soon as you reunite with him. He may not be a playable squadmate, but he joins with Shepard and then dies as part of your mission.

Most of the rest had other things to do (or were in the process of slowly dying), though I'd agree that Grunt had no excuses.

they wanted to focus on fewer squadmates which i understand. I dont see how they could have done much more with everyone from 2 without the game becoming unfocused. thats what the citadel dlc is for. people get a little more dialogue and time with their favorite characters off to the side

It's simple. All the characters could possibly be dead at that point and they didn't want to have to replace all of them as squadmates.
