But being procedurally generated doesn't add anything to the levels. It will still be basically the same every time you replay it so it may as well be handcrafted to the best possible experience when you do replay it

That honestly sounds like a personal problem. I've easily put 100 hours into games with handcrafted/linear levels, like Castlevania 3, Megaman X, and FFT.
